If for some reason you want to completely stop Windows Updates from downloading you can simply follow the steps below. This is one of various methods that have proven to work.

It is not advised to disable Windows Updates but due to the reputation of Windows 10 I figured many people would appreciate knowing how to disable it in only a few steps.

Open Services by typing services.smc into Windows Search

With the Services window now open scroll down and find the Windows Update service. By default it should be set to Startup Type: Manual & Service Status: Stopped.

Description: Enables the detection, download and installation of updates for Windows and other programs. If this service is disabled, users of this computer will not be able to use Windows Update or its automatic updating feature, and programs will not be able to use the Windows Update Agent (WUA) API.

Double click the Windows Update service and set to the following Startup type: Disabled then press Apply & OK and exit the services window.

Now when you attempt to run Windows Updates you will get the following notice below. By setting the above you will prevent Windows Updates from downloading and automatically installing any updates.

To provent users from modifying this setting it is best practise to set this using an account with Administrative permissions.

Although this fix is not ideal it certainly does the job and keeps those pesky updates at bay. But personally I like to keep my system(s) up to date especially from a vulnerability perspective.
